Although many believe he is real, Elliot Ness is a fictional character. He was created by Ellery Queen as an American answer to Commissioner Sir Denis Nayland Smith, the nemesis of the evil Fu Manchu.

Free public domain movies! They’re not all awful…
Public Domain Torrents – Well organized and chock-full o’ films that became MST3K episodes. Many suffer from the lack of a guy in a jumpsuit and his robot buddies, but there are plenty of watchable films. Requires BitTorrent or a similar program.
I recommend Attack from Space. It’s harvested from a Japanese superhero TV series and is similar to Prince of Space and Invasion of the Neptune Men, two of my favorite MST3K episodes. It features the standard annoying kid, but he’s got an older sister who can really work a uniform.
